Ben Goldstein, has a recipe for developing and implementing a comprehensive set of consistent national standards for the entire range of whole house energy retrofits.  Ben is the Project Leader on Weatherization and Home Performance Workforce Standards at the U.S. Dept. of Energy's Office of Energy Efficiency and Renewable Energy.  Ben has the lead role at DOE for developing the National Residential Retrofit Guidelines and Standards for the Building Retrofit Industry.
