I have been excited about solar energy and the potential environmental benefits associated with using it to meet more of our nation’s overall energy demand since high school. Granted, that was a long time ago. But finally that potential is being realized. California—already the national leader in solar electricity generation—is promoting the installation of more photovoltaic (PV) systems through a new rebate program (see “The California Solar Initiative,” p. 6). And that’s not the only good news. The new rebate program intertwines its solar incentives with energy efficiency requirements. The merging of these two dynamic partners is finally giving birth to a sensible energy policy that I feel is long overdue.
